The CONUL Advisory Committee on Information Literacy has an event on 29th May, in Dublin, including a presentation from Bill Johnston about information literacy assessment - unfortunately I couldn't find details online but the CONUL website is at http://www.conul.ie/committees/activities.shtml
so you might be able to follow up from there if you are interested. The website also has some interesting reports on it , as does another Irish information literacy site, Library Association of Ireland Working Group on Information Literacy: http://www2.libraryassociation.ie/
